Cedar Lane future still unknown

If you’re still concerned about the future of Cedar Lane Mobile Home Park and its residents, you’re not alone.

Tracy Community Development Director Tom Dobson gave an update to the EDA Tuesday on the lingering issue that came to public light last summer and resulted in a license revocation delivered to the then-presumed owner this past November.

That man, Mike Grover, no longer is the owner of the park. The deed to the park, Dobson was told by the Lyon County Recorder’s Office, was transferred to the new owner’s management company.

“She owns it now,” Dobson said. Still, questions remain. According to the County, there is no official license for the park, and Dobson added that per State Statute, park residents are to be notified by the owner of the revocation. As of Wednesday, Dobson could not confirm that the notice had been delivered to residents.

Southwest Health and Human Services notified Grover on Jan. 5, 2026, that he must deliver a closure notice to residents by Jan. 20, 2026, and it must list replacement housing within 25 miles of the park and provide cost estimates for moving homes.

“To our knowledge, at this point in time, he has not done that,” Dobson said. “The clock starts when that’s done — and that’s a one-year period of time.”

The SWHHS Board of Health revoked the park’s license issued to M&M Property Group, LLC for Cedar Lane Mobile Home Park because it did not comply with a June 9, 2021, order to provide a City-approved storm shelter or evacuation plan.

Dobson said he and City Administrator Jeff Carpenter were told by the new owner over the phone that she neither owns nor wants any of the trailers.

“We have nothing to do with this now, it’s all on the County,” Carpenter said. “The City’s concern is the residents, not anything to do with anything else. We didn’t take away their license — that was done by the County.”

Dobson said the City and EDA are stuck in the middle of a problem that as of now seemingly has no solution. He said the park can still be an asset in town, but is in dire need of an overhaul, including a new water and sewer system.

“We’re not involved, but we are involved, because we know these people are going to be looking to us at some point in time for help,” Dobson said. “And that’s who we’re concerned with.”
